What is the government doing at Pak Shek Kok, Tai Po ? The strip of coastal land was supposed to be used for a science and technology park, but part has been sold for the private development of luxury housing.

Givebacks, not handouts
Using the term "handout," as Mary Ma did ("Safeguarding against welfarism," February 25), implies that something is given that is not earned or that an act of charity is being committed.
